Set several months from the present day, massive bombs are placed in several locations around Tokyo including Shibuya, Shinjuku, and Kasumigaseki. The Prime Minister's Official Residence declares a state of emergency. Special unit Mihan members Toru Yamauchi and Yui Odagiri participate in the police investigation. While Yui Odagiri searches for explosives with the bomb disposal unit, he finds Mihan leader Norito Izawa holding a gun and a dead woman's body lying in front of him.
