Because of Huang Zixiang's return, the meeting was held more smoothly. With a high revolutionary spirit and the magnanimity of the Communists, the participants reached an agreement on the general direction and elected Wang Taiji as the commander-in-chief of the Shaanxi-Gansu guerrillas, with Gao Gang as the commander-in-chief. political commissar and conducted detailed studies on specific issues such as grain distribution. In addition, Xi Zhongxun specifically proposed to make Liu Zhidan the chief of staff because he firmly believed that Liu Zhidan was still alive. This proposal was supported by everyone.

Subsequently, the Kuomintang gathered many reactionary forces to encircle and suppress the Zhaojin base area. Wang Taiji was rich in military experience and quickly made arrangements. According to the terrain of Zhaojin, the troops were divided into three groups: Huang Zixiang led the Red Fourth Regiment; the volunteer army guarded the two roads entering the base area, and Li Miaozhai was stationed Xuejia Village, Xuejia Village cannot be abandoned under any circumstances.

Xi Zhongxun saw that the enemy's good tactic was to cover with artillery and then follow up with infantry, so he suggested to Wang Taiji that he detach a part of his troops to go around the enemy's rear to attack, and then form a counter-encirclement. Wang Taiji readily agreed after hearing this. It was precisely because of the heroic resistance of the troops led by Wang Taiji and Huang Zixiang that the enemy could not capture the Jin base for a long time. The enemy's regiment commander was furious. Chen Kemin took the initiative to offer a plan and asked his men to approach Xuejiazhai from behind, which caught the Red Army off guard.

Sure enough, Li Miaozhai and others who were in charge of the defense were attacked. By the time he wanted to notify the troops to return to their source, it was too late. All the wounded in Xuejiazhai were killed by Chen Kemin and others, and even the arsenal was destroyed. Li Miaozhai led the remaining soldiers in a bloody battle, and finally killed Chen Kemin and died with the enemy.

On the other hand, the sniper battle between Huang Zixiang and Xi Zhongxun was equally difficult. The enemy's artillery fire was fierce, which made Huang Zixiang want to retreat, otherwise everyone would have to deal with it here. However, Xi Zhongxun did not agree and insisted on staying and lit a cigarette until a charge bugle sounded outside. Wang Taiji led the volunteers to come for support. The two armed forces attacked from the front and back, causing the enemy to retreat steadily. Huang Zixiang and Wang Taiji met victoriously on the battlefield, embraced each other excitedly, and all past misunderstandings disappeared.

After everyone returned to Xuejia Village, they buried the fallen soldiers. Xi Zhongxun took Li Miaozhai's relics and looked at the devastated Xuejia Village, feeling heavy with grief and indignation. Soon, Liu Zhidan returned to Zhaojin with 20 to 30 soldiers, and local people came to greet him with excitement and tears. After hearing the news, Xi Zhongxun rushed to visit Liu Zhidan and found that he had escaped from death in ragged clothes. He couldn't help but burst into tears.

Based on the current changes in the situation and the needs of the revolution, Liu Zhidan and Xi Zhongxun summarized the reasons for the failure of the 26th Army in the south and decided to use the "cunning rabbit in three burrows" method to develop a three-way guerrilla zone. For this reason, Liu Zhidan wanted to lead his troops to Nanliang, where conditions were relatively mature, to open up a base area, while Xi Zhongxun and others continued to hold on to Zhaojin.

In October 1933, the Kuomintang army launched a large-scale military "encirclement and suppression" in Zhaojin Soviet Area. The party and government agencies in the Shaanxi-Gansu border revolutionary base area were forced to move to the Nanliang area. Xi Zhongxun led the cadres of the border area agencies to continue fighting against the enemy in Zhaojin. Subsequently, everyone held the Baojiazhai Conference in Heshui, Gansu. The main content was to change the original policy of using Zhaojin as the rear base to develop towards Weibei, and establish the military decision of opening up Nanliang as the center and widely launching guerrilla warfare, so as to solve the long-term problem. The unresolved military decision-making, development and combat direction of the Shaanxi-Gansu border revolutionary base area.

According to Liu Zhidan's suggestion, the Provisional General Headquarters of the Red Army on the Shaanxi-Gansu Border was abolished, the 42nd Division was established, and the three-way guerrilla areas were divided into northern Shaanxi, Longdong, and Guanzhong, and a three-way guerrilla general headquarters was established. Wang Taiji served as the division commander, and Gao Served as political commissar. Wang Taiji put forward a different opinion, believing that Liu Zhidan still served as the 42nd Red Division.

It turned out that Wang Taiji received news that Liu Hei's seven troops were deployed to southern Shaanxi. Wang Taiji happened to be familiar with that unit and decided to go deep into the White Army to carry out troop movement work and strive to draw another team for the revolution. That night, Liu Zhidan and Gao Gang saw him off in person and watched him disappear into the night holding a lantern. In January of the following year, Wang Taiji was arrested on the way and died heroically in Xi'an two months later at the age of 28.
